The provision of land for PSEL must come from the local government. This regulation is stipulated in Article 4, Paragraph (2) of Presidential Regulation (Perpres) Number 109 of 2025 concerning Urban Waste Management through Waste Processing into Environmentally Friendly Technology-based Renewable Energy. The goal is to resolve the waste issue by 2029. “The perpres states that the land should come from the local government,” said Stefanus.Previously, Jakarta did not receive recommendations for the construction of a PSEL because the proposed land size was only 3.05 hectares. The location in Sunter, North Jakarta, is also close to densely populated residential areas.
